extension button is orange but says "inactive"

What does it mean when an extension button is orange but says "inactive"?

    it should not happen, if its busy line activity should show something. Try restarting fop2 to clear that abnormal state:

    service fop2 restart

    This is happening to two of my users buttons constantly. I cannot find any reason for this so far.

    Now these same extensions, the buttons do not go orange. If I call them, my button goes orange but their button stays green and inactive. Privacy set to none.
